Add script to upload handgrading criteria

Hey Amir, I added this script back when I was an IA for EECS 493 and we were doing the handgrading with +20 rubrics in the autograder. It was a time saver then and now that I'm clearing my computer I thought I might as well try to get it added. It might be worth making it idempotent by replacing instead of adding or by trying to find matching criteria.
